The Center for Studies and Research in Legal and Financial Engineering (CERIF), established in Dakar in December 2017 in accordance with the provisions of the Civil and Commercial Code, is a non-profit association of researchers from Cheikh Anta DIOP University in Dakar. It is headed by Professor Abdou Aziz Daba KEBE, associate professor at the Faculty of Law and Head of the Department of Public Law.

The Center serves as a monitoring, alert, and support structure for the State, local authorities, public institutions and other public bodies, political parties, civil society organizations, and citizens on issues relating to public law in general and public finance in particular.

The Center aims to:

  • conduct research and implement practices necessary for the advancement of public finance;
  • establish a framework for exchange between researchers and practitioners in the field of public finance;
  • produce high-quality research, reports, and newsletters on developments, practices, and changes in public finance;
  • organize national and international scientific events dedicated to the study of financial issues.

Notre Vision

Aware of the new dynamics of higher education, which is increasingly sensitive to societal concerns in the context of the “knowledge economy” and the challenge posed by public finances in the process of economic and social development, CERIF bases its actions on a centralizing and globalizing vision: “Public law and public finances at the service of the city.”
